While still a busy commercial district, the area starts to see business move eastward on Colorado Boulevard and to the new shopping district on South Lake Avenue. Colorado Boulevard begins its decline, like many downtowns across the country, as suburban sprawl and decentralization in development became the norm. Old Pasadena experiences entrenched blight following the departure of established businesses and the arrival of thrift stores, adult movie houses, and head shops.
The area becomes known as the local Skid Row. In , the city's Central District Improvement Plan slated Old Pasadena for demolition, despite growing community support to save it. Pasadena Heritage was established in , becoming a champion of protecting the architectural history of the city, including that of Old Pasadena.
